1. The Club.
The club shall be called Brechin City Youths Football Club. The club colours shall be red and white.
The club shall use the following definitions.
A team is any number of persons forming one of the sides in a game of football for any relevant age group for competitive play or a group who attends regular organised coaching sessions where there is no competitive play.
A player is a member of a team.
A Manager is a person who organises and runs a team.
A Coach is a person who has attended a course and obtained any qualification through a recognised coaching programme. I.e. SFA.
A Parent Helper is any parent/guardian/carer of any youth member who assists in the running of any team in any capacity and has no coaching qualification.
A First Aider is any person who has attended a suitable course and obtained the necessary qualification to administer first aid.
2. Aims of BCYFC
The aim of the club shall be to sustain, encourage, support, foster and develop football within a safe environment for all members.
We will do this by
- Encouraging parent participation
- Promoting football for boys and girls
- Putting welfare of children as the highest priority
- Promoting fair play and never condoning violations of the game or cheating of any kind.
- Treating all members/ managers/ coaches/ parent helpers/ parents’ guardians/carers with respect regardless of gender, race, religious belief, sexual orientation, economic status or disability.
- All Managers/ Coaches/ First Aiders/ Parent Helpers undergoing recruitment process including enhanced disclosure checks prior to being accepted by the club.
- Provide opportunities for development of Managers/Coaches to improve coaching skills by attending SFA approved courses.
- To provide a positive, safe non-competitive environment to play developmental football
- To provide a positive, safe and competitive environment to play 11 a side football
10. Provide opportunities for First Aid training to Managers/Coaches/Parent helpers and to ensure that qualified first aiders are in attendance at all training, matches or relevant events organised by the club.
11. Adopt a child protection policy in line with Scottish Youth Football Association Scottish Women’s Football and Scottish Football Association guidelines and encourage Managers/Coaches and parent helpers to attend child protection courses or any other recommended educational training.
12. Adopt a complaints procedure with complaints committee and appeals committee.
13. Adopt codes of conduct for all players, officials, members and parents/carers/guardians connected with the club.
14. Adopt a Health and Safety Policy that will include guidance for Managers and Coaches for any event, match or training session organised by the club.
15. Create relevant sub committees when necessary to assist in our aim.
16. Seek a permanent football ground through lease or purchase if in the best interests of the club.
17. Where appropriate seek improvement by obtaining accreditation through recognised sporting bodies and organisations such as the SFA Quality Mark
4. Membership of the club shall be of 3 categories:
Club membership – Developmental Football – ages 5 to 11
Club membership – Youth Football – ages 12 to 21
Club membership – Girl’s Football
- The Club must be controlled and managed by a committee hereafter known as the Executive Committee. This committee to be not less than two in number and at least one member of the committee should have current possession of a Scottish Football Association Coaching Certificate of relevant standard and a current First Aid Certificate or Sports Injuries Certificate or should obtain such certificates within six months from the club’s initial acceptance into membership. The names, addresses and dates of birth of such management committee to be submitted when seeking membership annually to any relevant body or organisation and any change in committee must be approved by the Club.
- The club must have the required insurance cover as determined by the relevant bodies or organisations.
- All club officials must undertake to uphold the constitution and rules of BCYFC and the relevant body or organisation, Scottish Youth FA, SWF and SFA, plus fully implement all Player Protection Policies
- On acceptance into membership all officials of said club must give a written acceptance of the BCYFC aims, objectives, expectations, rules, codes of conduct and disciplinary procedures.
- All teams must have one representative at each quarterly general meeting.
6.All teams will nominate to the Executive Committee, representative(s) to attend any League or Association meetings that the club is a member of. Said team representatives will put first and foremost the best interests of BCYFC in a reasonable manner. A representative who has attended the relevant meeting will then attend BCYFC meetings and inform the Club of all developments that affect the Club or alternatively provide sufficient information.
- It is incumbent of any Official seeking membership of the club to complete a self declaration form and a Disclosure Application form. Any proposed new members if desired will appear before the Executive Committee for interview and in all cases will be submitted for Disclosure Applications checks before club membership is granted.
- Players shall not be considered members of the club until the relevant subscription is paid.
- A parent/ carer of a player are a member of the club for the purposes of the AGM entitled to one vote per player. If involved in any official capacity of the club and working with players for any reason the normal recruitment process is required
10. Membership can be obtained on a non playing basis on agreement by the executive committee and the payment of an agreed sum to be set by the executive committee. Where membership involves any official capacity of the club and working with players for any reason the normal recruitment process is required.
5. Management
The management of the Club will be vested in an Executive Committee consisting of the Office Bearers, and 3 additional members representing each of the 3 membership categories. Each will have one vote at any club meeting. The Chairman will have the casting vote.
- The Club office bearers will consist of the Chairman, Vice-Chairman, Secretary, Player Protection Officer, and a Treasurer. All Office bearers shall be elected annually at the AGM. Only members from the Club will be subject to nomination.
3. The executive committee shall have the power to deal with as it sees fit any matters arising from the activities of the Club, all club officials and all club players.
4. Executive Committee meetings will be held no less than 4 times per year but the Secretary shall have the power to convene meetings of the Executive Committee if and when required.
- If a vacancy occurs among the Office Bearers during the season, the Executive Committee shall appoint or co opt a new office bearer at the next Executive Meeting.
6. General Committee meetings will be held quarterly as advised by the Secretary. The Executive Committee shall have the power to convene a general committee meeting if and when required.
- The General Committee will consist of the Executive Committee plus one representative from each team. Each team will have one vote at General Committee meetings.

- The Club will hold an AGM no later than 30th June each year. Voting rights of the club at the AGM extend only to parents/guardians/carers of members, committee members, managers and officials who are not parents of members, but have been accepted by the executive committee.
10. The Constitution may be added to or altered by a Resolution passed at an Annual General Meeting, or at a Special General Meeting duly convened for the purpose, and for the passing of which Resolution at least two-thirds of those present and entitled to vote have voted.
11. Notice of any proposed addition or alteration to the Constitution to be put forward for consideration at the Annual General Meeting must be sent by the proposer and seconder in separate letters, signed by them, to the Secretary before the 1st day of June in the then current year.
12. The Executive Committee shall have power to propose additions or alterations to the Constitution for consideration at the Annual General Meeting.
13. On a requisition signed by one more than half of the General Committee the General Secretary shall convene a Special General Meeting.
- All Club members must be given at least seven (7) days notice of a Special General Meeting. The agenda of any Special General Meeting will be restricted to the business notified only.

- Sub committees may be set up for any reason in relation to the assistance in the operating of the club on approval by the executive committee.
6. Finance
- The annual subscription to the Club shall be set annually for all categories by the Executive Committee.
- The Treasurer will effect all money transactions and shall make financial statement at each Executive Committee and General Committee meeting. All cheques drawn on the clubs bank accounts shall be signed by the Treasurer, and by either the Chairman or Vice Chairman.
- The Treasurer shall make the Club bankbooks and all accounts available at every meeting.
- Teams will be allowed to raise funds and charge and keep the set fee for training etc however must submit on request from the executive committee, income and expenditure sheets.
- The Treasurer will provide Bank details and each team shall be responsible for depositing all monies as agreed by the Treasurer.
- Prior to any purchase or expenditure from club funds, this must be approved by the Executive Committee. All applications must be forwarded to the secretary 7 days prior to the executive meeting.
- No team shall obtain sponsorship unless approved by the executive committee.
- No team shall apply for funding through grant or charity or any other award scheme unless permitted by the executive committee.
- In the event of a new Treasurer being appointed before the AGM, the books must be audited before the appointment takes effect.
- The Club will pay all or part of each team's League Fees, Affiliation Fees and Cup Entry Fees, football kits including tracksuits, only if the funds are available.
11. All expenses incurred by members of the Club attending to club business shall be paid out.
12. External auditors will be appointed at the AGM each year.
- All equipment and monies obtained using the Club name belongs to the Club. If a team ceases to be member of the club at any time all equipment and money held by that team must be returned to the club Secretary within seven days.
- If upon the winding up or dissolution of the club there remains, after the satisfaction of all its debts and liabilities, any property whatsoever, the same shall not be paid or distributed amongst the members but shall be given or transferred to some other society, institution or organisation having objects similar to the objects of the Club and which shall prohibit the distribution of its income and property among its members to an extent at least as great as is imposed on the club under or by virtue hereof, such a society, institution or organisation to be determined by the full members of the club at or before the time of dissolution and if and so far as effect cannot be given to such provisions then to some charitable object.
7. Liability
- No Office Bearer or Executive Committee member shall be individually or collectively liable for a debt of the Club, unless that person was solely responsible for the debt being incurred.
- No Office Bearer or Executive Committee member shall be entitled to make any personal financial gain from the activities of the Club.
8. Sub Committees
- The complaints committee will consist of 3 persons. 1 representative from the executive committee and 2 ordinary members.
- The Appeals committee will consist of 3 persons. 1 representative from the executive committee and 2 ordinary members who are not members of the Complaints Committee.
- Any sub-committee formed must have a minimum of 2 club members with a representative providing a report to committee meetings when required. If appropriate, financial reports such as details of income and expenditure are to be kept and submitted to the secretary at every general meeting.
9. Suspension or Expulsion of Members Etc
The executive committee reserves the right to SUSPEND or EXPEL from the club any member, manager or official whose conduct or actions contravenes club policy or rules and regulations of the relevant league or umbrella body organisation.
10. Appropriate Age Group
Youths must play within their own appropriate age group as per Scottish Youth Football Association, Scottish Women’s Football and Scottish Football Association directive from the under 9's age group upwards with the exception of the under 8s section where members must attain the age of 5 years.
Players can only be members of a team if they are born on or between 01 January to 31 December of the relevant year.
As an example the following table provides the necessary information for year of birth for the age groups concerned. This is for boys football.
